Fizza Shabbir (b. Pakistan, raised in Qatar) is a writer, filmmaker, and researcher exploring language, memory, and the poetics of everyday life. Her work moves through borderlands—geographical, emotional, and temporal—where language fractures and belonging remains in flux. She examines how cities remember, how memory lingers in space, and how care manifests in quiet, often imperceptible ways, woven into the tensions of everyday life.
She grew up between sand and sea, where the horizon always seemed to belong to someone else. She still trusts the rhythm of walking as the truest way to understand the world.

The Department of Speculative Movement is a para-institution that transforms the language of bureaucracy into sites of stillness and refusal. Here, contacts disappear. Policies fade. Forms remain unfinished. In this space of unresolved gestures, refusal becomes procedure, and drift becomes its own form of movement.
What if delays were not failures but acts of resistance? What if inefficiency created room for reflection? The Department exists in this suspended state where bureaucratic productivity collapses into poetic inaction. It invites us to question what emerges when purpose is set aside, when daydreaming becomes not distraction but a vital, fertile process. To get lost—by choice. To wander without direction. To indulge in re/imagination.
